Not doing enough to prevent credit card

This is the second time this year that I have had to stop and replace my credit cards due to activity on comair website. These are chip and pin cards with OTP set up and yet Comair still manages to process transactions that are not mine?
I have to now complete documents for the bank and wait for new cards to be delivered.
Merchants need to do more to ensure that bookings are made using legit information. What happened to having to send in a copy of your credit card and Id if you are not the traveller?
I still have my credit cards (they weren't), I don't fly kulula, and this is the second time this year that multiple Comair transactions were done on two different card accounts belonging to me?
