Refund on changing the ticket itenary

I bought two tickets for travelling from Johannesburg to Margate which cost me R655. Unfortunately I had to change the tickets to Durban station which worked out to R516 including the 20% surcharge fee. When i asked for the refund of the balance i was told its not refundable amounting to R139.
