Blacklisting my refurbished phone

I purchased a Blackberry in Oct 2012. Since then it has gone in for repairs three times already. Most recently I was supplied with a REFURBISHED phone. Today all of the sudden my phone stops working. When I phoned in I was told by Mohammed that my phone has been blacklisted on Sunday. How in this world?? I did not blacklist my phone!! I insisted that a teamleader phone me, I would like to know who the heck blacklisted my phone. could it be the original owner of the REFURBISHED phone who did not know the cerial nr changes when you get a new one?? Now I am being inconvenienced!! I want my phone sorted out and back on air!! please give my apologies to Mohammed for loosing it and shouting at him
