Telephone system not up to standard

This system was installed at our business in September 2012 with the understanding that there will be a cost effective saving on the phone bill and the agreement was that the voice quality will be good. Unfortunately we have seen nothing of neither. We now sit with a voip bill of R1 670 plus a telkom bill of R2 404 per month and the voice quality is totally non existant. One has to repeat oneself numerous times during one phone call. I have sent an e-mail to Mr Dwayi and spoken to him on several occasions regarding the quality of calls and according to him the technician was supposed to contact us but to no avail!! we desperately want to get rid of this sytem as it is damaging our business. We are a real estate company
and are relying on phone calls for business. After conversing with Mr Dwayi again today, he said we need the fasted adsl connection which we in fact have, now he is talking about radio link with even more costs. Where is all this going ti end.
