Downgrade of ADSL Line

I have a Telkom line for my business which included ADSL and 20Gigs of data. On 19 March 2013, I requested the ADSL service, the line and the data, be cancelled. The data was cancelled immediately and was told I needed to email a letter, CK doc and ID Copy to [Email Removed] for the line to be cancelled. i did so the same day.
I was further advised that I'd still be liable for the March - April payment for the line rental and they cancel on a 1 month's notice.

To this day, this line is still active and Ive now been charged for a 2nd month, April - May for the ADSL line. I have called the Call Centre severally, I was told they've escalated the query to the cancellations department BUT the line remains active. I insisted on speaking to someone in that department and was given a 031 301 2585 number for a Nicolene who is said to be the Operation Manager of the department. The number is NEVER answered.

It doesn't seem anyone is accountable here.
