Overcharged for ADSL Line rental

I applied for a 1MB ADSL Line in April 2012. When the line rental costs went down Telkom decided to change my ADSL line without my consent in August 2012 to a 2MB line and still charging me the same amount as before, when all I was receiving from my ISP (MWEB) was 1MB data, I had no need for a 2MB line. I never once requested a 2MB line and if the charges went down I should definitely be able to benefit from that, instead they make sure that Im paying the same amount as before, without letting me know of these changes. They are now refusing to back pay me for the amounts that they have over charged me. I am dumbfounded as to how Cindy Chalmers (apparently a manager/supervisor) cannot see how they have done me wrong. I sincerely hope there is some one within Telkom that is not blind, and is able to assist me with this matte
