Stuck in the Telkom Loop

The loop we are stuck in with Telkom: About 2 years ago, the ADSL line was on 4MB/s, they said we can upgrade to 10MB/s without additional charge. It was awesome for about 3 months... realistically it was about 4MB/s. We started having line issues after a series of heavy storms in Johannesburg. After repoting many faults to get the line working again, the ADSL was unstable from the on. I eventually downgraded it to 2MB after Telkom kept "testing the line and finding it free of faults", realistically is was about 800kb/s. It was tolerable, until the next thunderstorm. Rinse and repeat, view the fault report history.

From one week to the next, month after month I have to report an ADSL line fault, Telkom keeps sms'ing a few days later to say: tested the line and found free of faults, sms us back if you disagree.

Clearly, testing the line remotely is not helping you solve the problem. We have had technicians onsite and I run and IT company, we have done everything we can. No one seems to be able to figure it out. I'm tired of calling the call centre to be told it's the wrong department.

Please may we just have the 4MB/s we were paying for, not 10% of the speed?
