No backup done

My Galaxy tab was taken in for repairs. When I received my phone back I noticed that I've lost all of my downloads, photos etc. I know that it has always been standard practise to backup everything on the phone during repairs and then restoring it. And to make matters worse - I've checked my airtime balance and there is nothing. How does that work. I need an explanation. So now as well as losing my airtime - I also need to spend money to reload all of my applications again. Seriously not on.
