Incorrect Billing - trying to resolve for 2 weeks

My husband went to Mozambique the 26th Feb 2013 and therefore we activated roaming on the above cell number. This is a blackberry contract and he is utilizing a blackberry bold 9780 IMEI no: 357461042530652

After checking this account closely on the 28th February 2013 it came to our attention that there was an excessive cost accruing on this account.
1 March 2013 - I contacted the call centre to enquiry re these charges and was informed that if we utilize BIS in Mozambique the charges is excessive as this is a SA holding sim, with this info on hand I instructed the call service centre to immediately disconnect the BIS service. My husband went to a local service provider in Moz the following day and purchased a local sim and activated the BIS service in Mozambique to enable us to utilize the bbm service as per normal with once off rate.
If you look at the itemized billing although the BIS service was disconnected on the 1 March 2013 we were still charged for [URL Removed] charges! On the 1 March 2013 this 083 sim card was inserted in Samsung note cell phone to enable us to still have telephonic communication as per normal.
