Mweb Connection is 1/3 of the advertised speed

I have had an Internet connection for many ears now and last year switched over to Mweb when they were promising a 1mbs (shaped) line at a cheap rates.
For about the past 3 or so month my connection speed has been around .36mbs which for me is useless.
I was told that the connection speed is reduced during peak hours but it seems that every hour is peak hour.

I enjoy the online gaming world and streaming youtube vids but this cannot be do at all thanks to the impossibly slow connection.

I'm an IT student and rely heavily on the Internet.

I have contacted the call center many times and I'm fed up with getting the same stuff to do and still having the same results.

This need to be fixed!!!
