Telkom WONT assist

Last year an account was requested to be closed. My Grandmother moved from her residence to JAFTA Old Age home. An email was sent after numerous issues with Telkom. The account now has an outstanding balance for months after the email was sent. A new line was installed at JAFTA for her, but we have requested it to be moved to another room. Now they will not transfer the line due to this account. An sms was received to go to the nearest Telkom store, which I did. I was told they cannot help me and I was to use the store phone and dial 1 to get Telkom client centre. Due to this account being for an 87year old lady, who is my grandmother, they will not assist. She cannot hear on a normal phone. Is this how we assist the elderly???
