Unhautorized billing on my cell phone account

These people al the sudden charge me an arm and a legg on my cell phone bill this month even if I do not even know who they are or what they do but still thay are charging me money without my permission.

I am sure this is totaly against the Customer protection act?
This is mad how can we just pay and get nothing in return?
please help.
