Reconnection fee problems

I have 4 Vodacom contracts (all small, top up contracts for my children and domestic) We moved from JHB to Cape Town recently. With all the disruption and expense these accounts were neglected and are now 3 months in arrears. I understand that I have to pay for new sim cards @ R105 each... but they want a reconnection fee of R285 on each account. This is a rip-off! Its not viable on such small accounts. You cannot charge the same fee you would charge on a R2000/month contract on a R100/month account.
