Bad service delivery

As per the custmer repair receipt I have received when checking in my phone for repairs, the Terms and conditions state, "4. Every effort will be made to have your handset repaired and delivered to you within 21 days." I have booked in the phone on the 11/02/2013 and it is now 07/03/2013.By the end of this week it would be at least a month that my phone has not been been delivered. I had phoned into cell c at gateway last week and they had advised me that my phone has not been checked in for repairs as yet... When I had spoken on numerous occassions to the consultant (Zayne) in the phoenix branch, he advised that he will follow up and get back to me. I had grown tired of waiting and had then spoken to the manager of the phoenix branch (Wesley) who advised me that he will follow up with the matter. My last call to the Cell C phoenix branch had informed me that I will receive my phone before the end of the month. I am totally and utterly disappointed with the service I have received and therefore feel that Cell C should not promise and fail to deliver. If Cell C is so client-centric then they should worry more about communicating with their clients rather than building false hope.
