Full signal but zero download

I bought the Giga20 promotion for my daily work requirements e.g. internet and email only to discover to my horror that the dongle connects but no data uploads or downloads in SUNNINGHILL!!! The dongle works fine on the agricultural holdings on the OUTSIRKTS of Pretoria East but not in Sunninghill! This is totall unacceptable.
