Incorrect info and incorrect billing

I upgraded to a Samsung S2 on Active chat 100 in July 2012. As per Cell C info I was due for an upgrade. The monthly cost for this package is R280 and I receive 100 anytime minutes and 250 MB data.
After the upgrade I checked my balances and the Cell C service said I don't have any data. I contacted Amanda at the Galleria branch who processed my upgrade. She said it was because I upgraded 2 months in advance and I will only receive my data in September. However I'm paying the full R280. I was not informed of this fact on the day of the upgrade. After arguing this point with her she said ahe will sort this out with head office.
However for the past 4 months Cell C has now been charging me R40 per month extra for a 300MB data bundle.
I phoned over a week ago to raise this query with Cell C. Phapo Molopyane who assisted me in this regard said he will raise the query with the billing department and that I will receive a respons within 24 hours. I waited 4 days and then phoned again. The laidy said she will email Phapo to see what the hold up is and that she will ask Phapo to contact me. Another 4 days later and I'm still waiting for a response.
