POOR SERVICE FROM MY ISP

I have been trying for 2 weeks to upgrade my package from my ISP. I upgraded about a month and a half ago from a capped package to uncapped but now I am experiencing very high latency on my gaming. The first upgrade took 24 hours and It was done. Because of the high latency i need to change again. Firstly no one is capable of advising me on what package will suit my needs / requirements. Secondly, if you call you could hang on for 30-40 minutes before you helped and thirdly after 3 weeks and countless emails back and forth they just don't seem to get the picture i need an upgrade.

My one email i stated please upgrade me to "x" package he replied attached are our packages please let me know what package you want...
