R1300 charge - cannot be explained

Hi, I am a student living in Observatory Cape Town. I recently acquired Telkom ADSL and have been enjoying my purchase. Then on the 10th of February 2013 i received my bill/account for telkom only to discover a charge of R1300 had been miraculously added on. This meant I am now 'in arrears' of near R2000. When i called to inquire, the only information i was provided with was that it was a Pro-rata rate that was charged. Considering I have only had this account since December, and have paid a R700 deposit and a R600 bill for January, I find this extremely annoying. How can Telkom charge someone R1300 with no information. I am a student and cannot afford this exorbitant charge. I called in and was told someone would get back to me. Classic telkom, they have not. There is no way that PRO-RATA can mean 2 months worth of charges when I have not even had the line active for that long. This is completely insane. Please can this be addressed as up until now I have actually had great service from them.
*A side note is that until mid December the line was inactive, and we could not use it, we all have phones in the house so no one uses it for calling.
