BIS Not Being Removed from Account

Went into the store in December 2012 to upgrade to Samsung Galaxy and have the BIS removed from my account. The gent in the store confirmed that BIS was removed and when I received the statement at the end of December 2012 saw the BIS was still on. I dis not worry about this as I was lead to believe that it would reflect on the invoice and be removed for January 2013. End of January still on account and called MTN to resolve. They removed it and said that I must take the matter up with the store. To this day Shawn as I recall his name has left and Jennifer was following up. I do not get any responses from her barring a once off call advising that she is passing the problem on to a supervisor who would call back. Again today I was advised that this was done but the supervisor must have forgotten and she will now hand the matter over to a new store manager. Can MTN get the matter resolved as a matter of urgency?
