Upgrade or not

I was contacted by Cell C a weak ago and i was told to do a upgrade. Went to Game stores today and was told that i am unable to upgrade>
This is a blatant waste of my time as well as the people trying to assist, and this is not the first time.

Your system says pending order, Uhm, please explain.
