Add a contract

I've had a cellc contract for nearly two years now, i don`t understand why i can`t add another contract for R129/month.
i am told that i am limited to add a contract less than R100. Is it because i have a passport not an ID?

Someone explain your policy please? cause MTN & Vodacom does it diffently (better it seems)
