Cancellation not in line with CPA

My contract with Vodacom is up in May 2014 so I called them on the 5th of Feb to find out if I can cancel early as the CPA law says you can cancel a cellphone contract early with 20 business day notice and a cancellation fee of no more than 10% of the remaining contract fee may be charged as a penalty, I called in and spoke to a lady she said Vodacom charges 75% for cancellation I asked that was possible and she said she doesn't know and I must contact the Vodacom legal department on 0821905 which I did and there was no answer I called back to cancellations and spoke to Mpitse she told me she would get somebody to call me regarding this and I still haven't had feedback I called again on the 5th of Feb and all the agents kept saying I must hold then they cut me off, I can't understand how Vodacom can operate outside the CPA law and I just want answers otherwise I will just refer the this issue to the commissioner.
