Please clarify

I have 2 queries that I have tried to get answers on, but havent received any feedback.

1. LEGAL DEPARTMENT
My husband had acellphone contract which was in arrears. He has recently found out that he was handed over. However he has been in debt counselling for 3 years now. Is it not a law that once a person is undergoing counselling, no legal action can be taken against them? How did MTN then manage to hand over a debtor under counselling?

2. BILLING DEPARTMENT
I sent a request to get a quote on how much it would cost me to cancel my contracts. No response!
Please can you get back to me on this, and please provide breakdown of all costs according to Consumer Protection Act.
