ADSL application, no definite answer from Telko

I completed the application for ADSL 2mb/s uncapped at the beginning of January. After a week I got a call saying that the technicians are coming in on the 29th of January and I confirmed that this is fine with me. After the phone conversation, I got an sms confirming the conversation and the order number of 92371348A has been issued. On the 29th of January no one came, no one phoned. I phone Telkom the next day and told that my application is parked (whatever that means), and that they are waiting for a port to open. I asked whether they knew, when this "port" will open. The guy told me that it can happen tomorrow, next week or next month.

I really don't understand how Telkom operates, when there is need to "wait for a port to open". What does that even mean when they gave me a definite date for installation as the phone conversation confirmed it. If they didn't know when a "port will open", how come they told me they will install it on the 29th of January.
