Upgrade/downgrade

I was due for an upgrade last year october. went into the store and asked for downgrade. it was done and i got a new phone on a much cheaper package. then after a week vodacom phones and says - you are due for upgrade!
i went back to the store - i was then told the upgrade did not go through i must do another upgrade?? i got another phone but now i am not downgraded and has to pay 200 per month extra for the phone!
if i want to downgrade now i have to pay penalties!!
not fair...
i can not afford this expensive account anymore...
