Downgrade complaint with No Phone Option Contract

Good day,

I have a blackberry talk 100 contract with Vodacom and last year, I upgraded but with the no phone option as I am still using my old phone. This entitles one to a reduced subscription as you did not take a new phone. However, I have just called in to downgrade to a top up package and I was informed that I must pay in over R2 000 to downgrade and the more I advised the consultant that I did not get a new phone on upgrade and I should have the option to take a different package, she said that I must pay in because I am downgrading??? Is this serious? I did not take a new phone and I must pay contract fees and pay in to downgrade??? I can understand if I had gotten a new phone with Vodacom but I did not. Now I am being penalised too???
