Canceled my Line 09/12/13. Line is still open

I canceled my Telkom line due to telkom not being able to connect a line at my new house. I was told on 9th December that the cancellation has been processed and someone will call me. After no call was received within my 30 days notice period, I went into a telkom shop again to process the cancellation. I was told they can see the cancellation form has been submitted and again, someone will call me. Today I received a bill for January usage. I've been on the line with the call center for 23 minutes (still holding while typing this post) without an answer. Is this acceptable? It seems the only way to get companies to respond is to load a report on Hellopeter.com and hoping they will respond.
