Still limited 3G in Somerset West

I have logged several calls for my 3G reception within Somerset West area, and am still having huge difficulites with the internet. The only time i appear to get on are late after hours. My 3G router picks up full signal, yet virtually no intertnet speed.
It is hugely disappointing as i have now had this for a period of 14months, and only experienced bad internet from November last year (2012).
A Vodacom guy came to test the signal in late January and agreed the signal was bad/dreadful and would escalate for action. Still the internet is awful.
My biggest concern is it worked perfectly for a year and now is awful - period of 3 months. Awful is a severe understatement. More to the point, i still pay full price for my internet yet the service has dropped.
Just looking for a reason why and a solution! PS i am NOT looking for a refund or anything just a solution.
PS i shouldd note - I have received messages telling me that network engineers are currently busy with upgrades and this will result in disruption, on 12th Jan and 25th Jan. This does not give any clarity though!
