CHARGING FOR BIS WHEN PHONE IS NOT COMPATIBLE

On 21/12/2013, I loaded airtime on my sons phone to activate BIS, R57, 00 was charged, but BIS was not activated. Called the Customer Care & was told that we activated BB10 & it is not compatible with the phone & I must recharge 2 get BIS. I recharged and called the Customer Care 2 assist with the BIS & was told that I must remove the battery & wait 5mins & den BIS will b activated, more than 1hr passed no BIS. Called Customer Care again and a gentlemen tells me BB10 was activated and he will deactivate it and activate the BIS which he did. My question is how can Cell C charge R57, 00 for BIS when BB10 is not compatible with the phone which is a BB8520 (nr 0849071643)... surely if its not compatible then the charges should not have went through. This is day light, taking money for services not rendered.
