Telkom not aware of who can assist with install

I had a Telkom technician out on the 7th of January in order to install a new landline in my complex where I moved to recently. The technician explained to me that the cables from the exchange (there is a manhole in our yard) into the house had been damaged and that I needed to get it sorted out before they can continue. As far as I am concerned it is a Telkom fault and they should be responsible for replacing the cable or taking it through the roof as an alternative, as no electrician I have contacted said that they do this type of work. I phoned again this morning to find out what I need to do and no one can assist in this regard. I would just like to know how I am supposed to get this resolved and eventually have my line installed and working.
