Incompetent sales person

My wife upgraded her top up package on 6 Jan 2013. According to all our bills her previous package included full BIS. So we DOUBLE checked that the new package will also include it. As soon as we tried to set up the new phone, we realised that the BIS wasn't connected. So I had to go all the way back to vodacom, just to get a very incompetent explanation: it is a new contract and will be activated only end feb. Why did nobody bother to tell me that yesterday? If this is indeed true, then I would like to know when my account will be credited with the BIS amount for the month in between 'contracts', as the previous subscription INCLUDE the BIS fee. According to my knowledge this is still the amount that will be debit against my bank account end jan. Which means, I am paying for a service I'm not getting!! And as always, the customer is taken for a ride can somebody please give immediate attention to this.
