Why should my ADSL service be limited?

Every time Telkom provides a free speed upgrade to existing users, I can't take advantage of this because if we set my line to a speed faster than 2Mb/s, the quality drops due to "Errors on the line" This I have been told by Telkom is because we are "too far from the exchange"

Using the following links you can see that the Noordheuwel Exchange or DSLAM is less than 5KM away from the house

Thus why am I being subjected to such slow speeds?

What is the solution to allow a better speed?

I was told 2 years ago that Optic Fibre was laid on the streets in our suburb, so how do we make use of this?
