Poor ADSL Quality of Service

For the past year or so there have been issues with the Rynfield Benoni Telkom Exchange.

For a few weeks I will get normal ADSL speed and latency, then for a week or 2 I get below 1mb download speed and latencies for 450-650 locally, this is on a 4mb ADSL line

Now every time a log a fault the response I get is that the exchange is congested and they are planning to upgrade it.
I pay my Telkom bill every month without fail, and this is the level of service I get, TOTAL UNACCEPTABLE.

TELKOM it is time you get your act together!!
