Why am I paying for something I do not have?

I have had an MTN contract via Autopage for a number of years now. When my contract was due for an upgrade, it took me almost a year before I renewed it. And when I did, the sales lady gave me a contract to sign, that claimed that I would only be paying R568/month (incl vat) for the new S4 phone and the already existing airtime and sms bundles for which I have been paying R397/month. I had to wait 2 months before the handset arrived, and thus the new debit amount would only be collected once I had received my handset. Imaging my surprise when R617 was debited from my account, instead of the R568 I signed for! I went to the branch in question to complain, and basically she alleged not to understand. She mentioned that the same had been done to her when she upgraded her contract! After much asking and eventually demanding, she still refused to call head office, and insisted that company policy stated that I had to call the head office with my own phone to lodge a complaint. Needless to say, I never collectedor used the handset. 3 months down the line, complaint lodged at headoffice later, R617 is still being debited despite me not having the handset!! WHY?!
