ADSL line still not working properly

My ADSL line is off again! According to my Service Provider AXXESS my resistance on my line is -63dB's, way to high for my line to work properly! I have installed another modem but with no diffirence! My previous reference nnumber is 200BTK031213 and my new reference number is 174BTK191213! Something needs to be done now by somebody to solve problem! I am getting tired of the poor service! Oh by the way am I going to be credted for the time my line was not working! I am also tired of techinicians coming to my place and seems not to have clue what is going on! Service Telkom, SERVICE!!!
