3 weeks and still no response

I reported a faulty line 3 weeks ago and have still not received a response. Am I expected to pay for a service that I have not received?? I sms'd twice and phoned for 40 minutes only to have the call dropped on me. Please have the decency to respond to ref # 461crk121213
