MTN Bad service sim swap

My daughter has an older iPhone 3GS which got damaged. I bought her the iPhone 4 a while back, but the newer phone uses a microsim.

We went to to do the sim-swap. We were told to phone 173 as the branches cannot activate the cards anymore. I unfortunately lost the card and did the whole thing again

I phoned 173 and basically the operator was surprised at the call and asked me 3 times how did I did the sim swap. After getting a bit irritated at this he told me he couldn't do anything as the number is active on his sistem!!! (her old phone still works) With limited time I thought of trying again today (12/12/13) I got through to a different person and was asked alot of questions before the operator insisted on talking to my daughter herself. She is very selfconsious and this wasn't easy. The usual questions of which numbers do you call and when last did you bought airtime etc. She was then asked about the airtime billing - per second or minute and could not answer. This is a pay as you go sim and this was communicated to the operator. In the end she was told by an irretated operator the sim-swap cannot be done. I'm jumping to Vodacom with a new number, Why is it so difficult??
