Faulty Installation

I applied for a telephone line for our company, Telkom came to install the line on Thursday the 21st of November 2013, I then went to purchase the handset on Friday the 22nd of November and have been battling with static ever since. I sent through an email stating this on Friday- nothing happened. Moreover I found out that although the line is able to make and receive telephone calls it is not yet activated, I just called 10210 now and the agent simply told me that it's not her responsibility to do this- never mind that I have this ear damaging stating and ringing sound emanating from the phone so I could hardly hear the agent too. Where to from here? Nobody can either fix the static or has at lease offered to do so and nobody has attempted to get my line activated meaning I can't as of yet get adsl- bringing business to as a standstill.
