Slow download speed

I where with mweb for a few years, with a 2 mb line as provider.
This is my first month since I switched over to telkom for a 4 mb line.
Very unhappy because my 4 mb line download torrents at 1 to 3.8 kb/s.
My Internet bill is about R790 a month (for 3.8 kb/s) This is so bad
If it is not fixed by end of next month i will go back to mweb 2 mb since it is 500 times faster than telkoms 4 mb.
