WMEB to throttle back uncapped

Suddenly Mweb send a mail to all their users that they will have to throttle back on data users that is abusing data.
I have a 1 MBPS line with Telkom. So if my usage is within 1 MBPS how is it possible that I can abuse this line. Trying to discuss this with a technical support is not good at all. this is the reply I have received from them.

"The Acceptable Use Policy is not changing, but new measures will be implemented.
A small percentage of our users consume excessive amounts of data which has a negative impact of MWEB's network performance. MWEB will be actively managing the bandwidth consumption of this small group of users who are abusing our premium ADSL products. This is to ensure that all users receive a favourable experience on our network."

The problem is Mweb is like timeshare. To many people and to little place that you can go to. Mweb keeps advertising and get more people but can not supply the demand. So they cant even supply 1 MBPS to one client for 24 hours. ( that what I pay for)

Their advice was to increase the ADSL line to 2 MBPS. hahahahaha. they cant even keep up now, how are they to cope with the bigger demand. Do I miss something. Please assist
