Poor service from Vodacom

I ordered an IPad mini from Vodacom on 15 October. It should have been delivered on 18 October. A week later I phoned to find out why it hadn't been delivered. Apparently they had phoned me (once) and when I did not answer they returned the IPad to the supplier. They had not left a message and when I tried to call the number of the call which I'd missed, nobody answered. I placed another order. It still has not arrived. I have phoned several times. Each time I have been told that they would get back to me... initially they were having problems with their call centre. They have never replied to me. The Vodacare Centre (where I waited for 45 minutes on Saturday) could also not assist me. Yesterday the lady at the help desk said the manager would phone me back before the close of business hours. I am still waiting for him to phone. This is extremely poor service and most disappointing especially as this was intended to be a gift for my son!
