MTN's content charge blocking mechanism broken

On my MTN Pay as you GO number I have all content billing blocked (*141*5# and then select 3)
Yet I was just subscribed and charged for a content service by Mira Networks:
"Welcome: Your Mob Voucher has been activated. www dot mob-voucher dot com r7/day, Support: 0119668141. To unsubscribe sms stop to 43450"

I did not give permission for this service. I did not browse the internet on my phone, I did not sms anything, I did not click anything. I got charged R7. Why was this billing not blocked??

MTN's content charge blocking mechanism is BROKEN and I DEMAND a refund of my R7!
