Telkom has literally my money

I applied for a new office telephone as well as DSL line recently. (much to my better judgement - I havent used Telkom in years purely because of how pathetic they are). I was informed to pay my deposit and the line would be installed. Paid my deposit... nothing happened. Not even surprised at their lack of service I phoned to find out what the problem is. I got passed around from person to person. I think the only attributes you need to work at Telkom is to be human, although even that comes into question. I was told to email the above person and they would sort it out. They argued that I had not paid the deposit. I emailed the proof of payment and I havent heard back from them since... The only response - I'll get my supervisor to look into it. So in essence, Telkom has my deposit and not supplied a service. Tshidi has never replied to any of my mails either. I'm not even angry as this is so typical the lack of service from these people. However, as the law stands, services not rendered are open to prosecution. I have no problem taking the government to court. Telkom, if you even care (which I know you don't give 2 about us mere mortals) my reference number is 8747244A
