Telkom's Fair-trade Policy

We have had untold problems with our ADSL line, so we converted to Telkom's uncapped service and we have had fantastic service until Friday 19th October 2013 - since then our internet connectivity has been intermittent. When we reported the problem, we were told to get the modem tested, which we did, and arranged to have a technician fix our problem. The technician contacted somebody in Telkom who told me that we have used too much bandwidth ON OUR UNCAPPED ACCOUNT and due to their Fair Trade Policy, they have slowed our our line down!!! Google: Telkom's Fair Trade policy and you won't find anything!!! When I asked how is it possible to have a limit on an uncapped account, I'm told all service providers do this and our capacity will be reinstated on the 1st November 2013. Is this not false advertising - I have never heard of such a thing in my life!!!
