ADSL Uncapped "fair" usage unfai

My uncapped ADSL connection is throttled due to my usage being to high and breaching fair use policy. However, Telkom fails to inform me when they apply this to my account (in contradiction with their fair use policy), and provide no means of tracking ADSL usage. In response to my queries, operators just provide the same boring line in which they provide the link for ADSL usage tracking - which does not work with uncapped. Therefore, I am on uncapped ADSL, my usage to too high, but I have no way of knowing when my usage is too high or what high usage is. Basically then, it means the "fair use policy" is just a policy allowing Telkom to do whatever they want, decide on their own when your usage is "too high", and then apply restrictions to your account without having to even inform you.
