Service a joke

I'm told I can change my tariff rate by dialling 141 on my cellphone. I go through the steps, accordingly press the number 3 when prompted to do so, and I receive the taped message that my transaction or whatever was not successful (4 times) l. Is that because it is 6pm right now or is it because Cell C, Telkom, Vodacom, MTN, 8ta etc. etc, are just 'banana-republic' services. Oh for the professionalism of internet services in Europe and elsewhere abroad. Why is it that we in South Africa spend at least a quarter of our waking day fighting with personal service providers, of any and every sort, trying to just get the basic service that we pay for?
