No repair!

On 24/09/13 I handed in my Apple IPhone 4S to be repaired at Cell C, Festifal Mall, Kempton Park. The WiFi did not work. Since said date, I"ve been kept up to date exactly where my phone is.
On the 11/10/13 I received the final sms, my phone is back from repairs! All I have to do is to bring my ID and repair request for collection. I went in to pick up my phone, asked if the nessesary work was done. The Branch said yes, and off I went BUT, here is the snag! At home I realised they did not touch my phone, as it was still not working! Went back to the branch and there they showed me a message: " Returned not repaired - Client to remove Find My I Phone App before sending in for repairs" - 3 weeks later!
Why did the branch not tell me that in the 1st place? or why did the repair centre did not remove it? Why did it take 2 technicians to figure that out? According to the branch it is the 1st time they saw this kind of instruction Why is it not normal procedure for the branch to make sure the App is removed by the customer when handing in the phone for repair. My phone is my my phone, and now it is another 3 to 4 weeks for the phone to come back! Not cool at all, Cell C!
