CLIR - how do I turn this off??

My cell c contract ended, and now I am loading prepaid onto this number. However, since I started prepaid, my number shows up as private to outgoing calls. I have a samsung S4, and have tried manually switching it off. However, the problem persists

I also can not phone any numbers now. When making calls, my call is rejected with the message "CLIR rejection" failure, or something like this

is there anything Cell C or I can do to rectify this problem ASAP???
