Having issues for 7 months and not sorted out

I was on a 2mb line but had to downgrade to a 1mb line due to congestion on my exchange. 1mb was running OK but over the past few speeds, pings, latency etc have gotten a lot worse. I am now only able to get speeds of 10Kb/s on average and maybe 50Kb/s for about an hour a day If I'm lucky.

There is a problem with congestion on my interchange and apparently a problem with my DSLAM as well. Telkom is "investigating" whether to fix my DSLAM or wait until the MSAN is upgraded in my area. This is what I have been told.

My speeds have now gotten even worse so I phoned for an update and there is another fault logged on my interchange. So my interchange has two faults and my DSLAM.

I have spoken to countless call centre agents and NO ONE can tell me WHEN this is going to get sorted out.
That's all I want to know? WHEN is this going get FIXED?
