Selling a service they are unable to provide

I have been on a 2 MB Telkom ADSL account since July and have received consistently slow connection speeds. Instead of 2MB I get less than .5 MB.

I complained to my ISP first and then to Telkom and kept getting passed around from consultant to consultant having to re-explain my issue.

It recently came to light that there is in fact a technical problem with their infrastructure (DSLAM) which prevented them from ever being able to provide me (or anyone else on that DSLAM) with the 2MB line they have sold us and been charging us for.

I believe I should be credited for the past 6 months as they have not delivered anything close to the agreed service.

Telkom does state they cannot commit to 2MB but they need to be fair and reimburse the customer if they are not able to at least deliver usable internet speeds.

I have speedtests and email correspondence clearly showing the hassles I have received.
